Participation of Civil Society in EU Trade Policy Making: How Inclusive is Inclusion?

In response to growing contestation and politicisation of trade policy, policy makers have aimed enhance the ‘inclusiveness’ through institutionalisation deliberative forums in which civil society organisations participate. However, it is not clear whether these processes actually inclusiveness. This article adds our understanding this question by, first, developing an analytical framework (the ‘inclusiveness ladder’) and, second, applying mechanisms (CSMs) European Union (EU) free agreements. The unique feature CSMs their focus on ensuring that actual implementation agreement does run counter sustainable development principles. Specifically, empirical research involves a mixed methods analysis primary secondary sources survey participants. We find CS largely included at level logistics partly information sharing, whereas monitoring capacities remain limited impact policy-making quasi-absent. Moreover, results suggest differences between business participants, who seem satisfied with lower steps ‘ladder’, non-governmental actors insist impact. Finally, we outline avenues for further reflect implications.
